Thank you for contacting PayPal.

Non-U.S. members are not able to add a U.S. home address to their 
account to use as a shipping address.


When you change your street address, you will be unable to change your =

country of residence. To change your country of residence, you must 
close down your existing account and open a new account. 

To close your PayPal Account, click https://www.paypal.com/CLOSEACCT  
or copy and paste the entire link into the address bar, and follow the =

instructions. 

To open a new account: 

1.  Click https://www.paypal.com/ or copy and paste the link into the 
address bar 

2.  Click the 'Sign Up' link in the upper right-hand corner of the 
screen. This will take you to the one-page registration form
 
3.  For a U.S. Account, complete the form

4.  For a Non-U.S. Account, click the link at the top of the page 
titled 'Non-U.S. Sign Up'
 
5.  Select the 'Personal' link for a Personal or Premier Account. 
Select the 'Business' link for a Business Account
 
6.  Fill out the form. *The Business Account form has two pages to 
complete

7.  Click the 'Sign Up' button at the bottom of the page. You will be 
taken to a new page

Follow the directions to confirm your email address. Once the email 
address is confirmed, the PayPal Account will be ready to use!

You misunderstand.  I am not changing my address; I'm just arranging
for a one-off shipping address for an item purchased in the USA where
the seller won't ship outside the USA.

I think you misunderstand.  I don't want to open a new account.  I
want a temporary shipping address.  I can choose about 20 different
countries, but not the USA.  This is obviously a bug.

Yes, please confirm that you've understood the problem now and explain
either why you refuse to allow shipping addresses in the USA, or what
you're going to do about it.
